The Office des personnes handicapées du Québec offers customized help to people with disabilities, their families and caregivers throughout the service-access process.
This help is free and confidential. It is offered in every region of Québec and differs depending on your situation and needs. You can contact us even if you have not been diagnosed.
The Office’s staff are available to:
- help you identify your needs;
- inform you about the programs, measures and services that can meet your needs;
- refer you to the services you need.

Quebec Pension Plan (QPP) Disability Benefit
About This Program:
Disability benefits under the Québec Pension Plan (QPP) are payments that you could receive each month if you:
- are deemed to have a severe and permanent disability by Retraite Québec‘s medical advisors;
- have sufficiently contributed to the Québec Pension Plan;
- are under age 65;
- are not entitled to an income replacement indemnity from the Commission des normes, de l’équité, de la santé et de la sécurité du travail (CNESST);
- are not receiving a pension under the Canada Pension Plan.
Types of benefits
Disability benefits include:
- the disability pension, which is paid to a person deemed to be disabled by Retraite Québec;
- the pension for a disabled contributor’s child, which is paid for a disabled person’s child under age 18. It can also be paid for children who are living with a disabled person for at least one year.

Social Assistance Program and Social Solidarity Program
About This Program:
Social Assistance Program – The Social Assistance Program is intended for a single adult or for families without severely limited capacity for employment. This program provides financial assistance. It encourages people to engage in activities that promote their employment integration or social participation. The amount allocated varies according to the composition of the family and other criteria, such as the presence or absence of temporarily limited capacity, type of accommodation, income, etc. The amount of financial assistance varies depending on the family’s composition and other criteria.
Social Solidarity Program – The Social Solidarity Program is intended for a single adult or for families in which one or more adults have severely limited capacity for employment. This program provides financial assistance and promotes integration and social participation. The amount allocated varies according to the composition of the family and other criteria, such as type of accommodation, income or assets.
Severely Limited Capacity for Employment: Severely limited capacity for employment are serious health problems that limit an adult’s opportunities to work. These health problems may relate to an adult’s physical or mental condition and must be noted by a doctor in a medical report.
Some examples of severe employment restrictions are as follows:
- mental disorders, such as neurosis or psychosis;
- intellectual disability, mental retardation or amnesia;
- chronic illness;
- hearing impairment;
- the aftermath of an accident;
- the inability to move around;
- inability to understand linguistic symbols due to language disruption.
Functional limitations are losses or decreases in bodily functions, whether physical, cognitive, or sensory. These limitations may be total or partial. They prevent a person from performing an activity in an acceptable manner or within the limits considered normal for a human being. Functional limitations may be directly or indirectly related to work activities.
Temporarily Limited Capacity: Temporarily limited capacity are constraints that prevent an adult from holding a job for a limited time. These constraints may be caused by a health problem or life event.
Here are some examples of temporarily limited capacity:
- be a victim of a foot fracture;
- provide constant care for a person with a loss of autonomy;
- experience depression or anxiety;
- have reached 20 weeks of pregnancy;
- being abused and staying in a shelter.

Need help completing your income tax returns?
The Income Tax Assistance – Volunteer Program: The program’s volunteers provide help to people who have difficulty completing their Québec and federal income tax returns and who cannot afford to pay a professional to do so. More than 150,000 people (such as employees, recipients of social assistance, retirees, senior citizens, immigrants, and persons with disabilities) take advantage of the service every year. From February to April of each year, the program’s volunteers meet clients at tax preparing sessions held at various locations across Québec. The sessions are generally held in community centres.
